<p style="text-indent: 28pt;"><span style="font-family: 仿宋;">数据库为学校教学及科研信息查询的重要来源，计划采购的数据库均由单一具有知识产权并单独销售的供应商提供，采购的这些数据库只能从唯一数据库供应商采购，符合《辽宁省省本级单一来源采购管理办法（试行）》第三条（一）规定的第4、5种情形，“已通过政府采购程序采购了受知识产权保护（独立拥有专利或者著作权）的产品（如电子数据库等），需按年支付续订费用，经由采购人确定继续订购的”、“</span> <span style="font-family: 仿宋;">新购受知识产权保护（独立拥有专利或者著作权）产品，只能由特定供应商制造或者提供货物和服务，且不存在其他合理的选择或替代情况的”。所以申请单一来源采购。</span></p>
